People neglect the rules because fines are too less. Fines should be calculated based on percentage of the damage created due to the violation of the law. Fine should be variable amount rather than a fixed amount. If the negligence results in loss of life the person responsible should be issued non-bailable warrant and should be sentenced for at least 2 years.
